Policing: Police and Stakeholder Groups
Community policing is a method of enforcing the law and philosophy based on the perception that collaboration and support of the society and police can help reduce crime, the fear of crime and to alleviate the social problems that lead to crime and. The members of the community help to identify suspects, to restrain offenders, report crimes to police and to address the social problems that lead to increase in the crime rates in the first place.Community policing advocates for organizational strategies that incorporate community-police partnerships and problem-solving methods, which seek to deal with the immediate conditions that give rise to public safety issues such as social disorder fear of crime and crime itself. There are three gears of community policing; collaboration with the community, resolving the problem affecting the community and transformation of the police organization (Trojanowicz & Bucqueroux, 1994). Other attributes of community policing are partnership, personaliz ed approach, permanent, proactive, patrols and problem solving.Community partnerships refer to the collaboration between the police and the members of the community they serve. These include individuals, private businesses, organizations, community groups, media, and other government agencies. It involves bringing together the law enforcers and various stakeholder groups together so that they develop solutions to the problems and build trust in the police. These partnerships give the stakeholder groups an opportunity to input their ideas and views into the police process; this is done as part of community support and participation.Organizational Transformation involves the restructuring of the structure, information systems, personnel, and management practices to take in the community partnerships and problem solving. It seeks to reinvent the police departments, transform their leadership organizational culture, relationship with other stakeholder groups and agencies, service delive ry, and improve the public perception of the police. The transformation seeks to move away from the traditional view of police to a better force.An example is the shift from the traditional view that the police are the principal government agency that enforces the law to the community policing view that police are community members and all the stakeholder groups are the police; the police officers are just employed to dedicate their full time to the duties of every community member (Palmiotto, 2000). Problem solving involves the engagement of the law enforcers and stakeholder groups in analyzing and identifying the problems and then developing appropriate effective responses.Trojanowicz et al. (1998) explains the SARA (Scanning, Analysis, Response, and Assessment) model of problem solving which is applied in community policing projects. Scanning: identifying the problems based on priorities. Analysis: entails finding out the known facts about the problem. Response: entails coming up with solutions, which will permanently reduce incidences and extent of problems. Assessment: determining whether the problems have changed, and establishing the outcome of the responses.Police subculture refers to a situation where the police officers, instead of adhering to the set professional code of conduct, they come up with their own individual code of ethics. They put loyalty to their fellow colleagues first at the expense of protecting and serving the community. Palmiotto (2000) describes it as ââ¬Å"the blue curtainâ⬠and some of its characteristics are cynicism, isolation from others, tribal/racist and ethnic. This clannish mindset results from three factors. First, police officers are the only real crime fighters and are easily identified because of uniforms, badges and guns.Secondly, they have a similar way of life; only police can understand police. They face the same challenges, risks, dangers, and rewards which the public do not have an idea. Lastly, that they are targets of criminals and perceive that various stakeholder groups such as concerned individuals, politicians and bureaucrats do not support them. It is true racist notions of certain communities dominate that police subculture. After the 1970s' police reforms, there has been a gradual rise in minority officers. By mid 1990s, African American officers composed most of the force in Detroit, Washington, D. C. , and Atlanta.However, in states like Miami, Hispanic and African American officers comprised 48 percent and 17 percent respectively (Walker, 1999). Supporters of these transformational efforts recommended that minority officers had less likelihood of using force against minority suspects, and were less likely to be biased against them. Further, they suggested that minority officers would have an improved connection with minority citizens. Indeed, studies have proven that there exists major difference in the attitudes of white officers and minority citizens, though only a smal l number of differences in actual behavior and performance have been reported.Such other noteworthy differences are also seen in the attitudes of minority and white officers toward community policing policies. For instance, a research on police officers working in minority districts in New York City shows that minority officers had positive attitudes about the districts and citizens in the districts they worked. Compared to their white counterparts, it was found out that minority officers adopted a positive attitude towards the community policing initiatives and the society, (Walker, 1999). Besides the race discrimination, there also is the gender bias.With the steady rise in the number of female officers, there have been many theories advanced concerning the attitudes and conduct of males compared to female officers. Those supporting the recruitment of more female officers argued that females would conduct themselves better verbally when handling difficult circumstances, and would be less aggressive. Those against the hiring of female officers put forward the fact that female officers were poor in handling aggressive situations, and faced greater risk resulting in the rise, in officer safety problem.Additionally, they disputed the capabilities of female officers arguing that they would be more like social workers than law enforcers would. Studies have indicated that there are no major variations in attitudes, performance, and on-job-conduct between male and female officers; however, there is a subculture, which underscores the existence of gender discrimination (Palmiotto, 2000). These notions have eventually evolved to police subcultures, which are widely practiced by the police officers.These notions become practices because officers believe that they have the freedom and the right to act or make a judgment based on their own independent choice and thought. The police work usually draws individuals who are naturally dictatorial and guarded; new recruits int o the police force are socialized in the environment full of the subcultures leads to the development and adoption of these traits. Cynicism starts in the military-type police training colleges and gradually rises with years of service; lack of job satisfaction and promotions usually precipitates it (Trojanowicz & Bucqueroux, 1994).Some of these widespread subcultures are intimidation, offensive language, harassment, and unnecessary or excessive use of force. Others are the codes of silence and the ââ¬Å"cop codeâ⬠(Lawrence, 2010). In the codes of silence, the officer covers evidence, assaults a suspect, or breaks a law to implement another; other officers either overlook or abet contravention of their professional code of ethics. A famed incident of law transgression by the police officers is Rampart scandal in which many of Los Angeles Police Department officers engaged in wanton shootings, assault, faking evidence and drug trafficking (Lawrence, 2010).The cop code comes in when the society feels that the police officers do not follow their code of conduct; it cultivates a sense of mistrust and contempt of the police department. In minority areas, the public starts to view the police as a face for ethnic discrimination. Because of this, the community loses trust in police and refuses to in help them solve crimes and may sometimes culminate in riots. To overcome these embedded notions, a lot needs to be done. Some measures that can be used include controlling the day-to-day police work, raising the education standards for recruits, and improving training.It is widely argued that officers with higher education levels are better equipped to deal with the demanding duties of police officer, their conduct is better, are more likely to use alternatives to arrest, and more restrained in using force against suspects. This is clearly demonstrated in female and minority officers, where it has been proven that officers with higher education have a better view co mmunity policing and more positive attitude towards the citizens (Trojanowicz et al. 1998). Necessary reforms should be instituted and an independent, internal affairs monitoring system be put in place.Watchdogs and community organizations can help make sure that the police force is free of misconduct and corruption. The professional code of conduct and ethics for police officers should be designed in such a way that it incorporates the universal principles of policing. According to Walker (1999), the code should incorporate three important aspects; it should ensure equal protection for all in spite of race, gender, identity, or social status of the lawbreaker. The rule of law must apply to everyone including the law enforcers, and the police must be of high moral conduct greater than that of many members of the public.It should have checks and balances to prevent abuse of power and illegitimate use their power for personal gain. There should be clear guidelines on the use of force; policies should limit the use of excessive force on unarmed or non-dangerous criminals. There should be improved supervision and necessary disciplinary measures taken for the officers who contravene the professional code of conduct. In addition, psychological screenings and intensive screening of the backgrounds of potential police officers should be done to avoid officers with antisocial personalities (Walker, 1999).Community policing involves the police-stakeholder groups partnerships to identify and solve the crimes and social disorders that affect the community through delivering police services and problem-solving tactics. It seeks to alleviate the fear of crime and ensure security and prosperity of the community. In implementing a community-policing program, the first step should be identifying and prioritizing the problems facing the community. The police subcultures play an important role as they can help to identify the possible drawbacks and causes of these problems.The m istrust in the police and few rogue individuals among the officers could be the cause and working on them could reverse the social problems facing the community. The police subcultures also help to understand the challenges to community policing, to identify whether the actual policing is taking place and to determine the future trends of community policing. The existence of a subculture shows that officers have several attitudes, values, and beliefs that are common to them. These practices, attitude, values, and beliefs are passed from officer to officer via the process of socialization.These subcultures can aid in implementing community policing in that if the staffing, instruction, and on-the-street experiences of new recruits that socialize them into the police subculture are positive, the whole police force gradually becomes transformed positively. They can help to build a positive image of the police force. By creating, the trust of community members in the police, they will l ead to new collaborations in the betterment of the community welfare, and community policing as a whole.

Themes: Death and Dying: Last leaf is a short story that entails the treasury of life and the existence of faith and hope. It need to the importance of living and how we deal with the hindrances we battle through our life story. It is a moving story across the traps that come across us in the most significant parts of our lives, the value of life is the centerpiece of story, where all the things go back and revolveâ⬠¦Apart of this story gives us a hint that God is the only one who knows that whether we ride on with life and chances or trail on and be drawn against the judgment, the melodramatic and picturesque setting of the story connects to the negative status of main character facing life and death subject matter. Pessimism: Johnsy the main character seems to be a very pessimistic person. She has lost the entire positive attitude in life due to her disease and she is waiting for her death. ââ¬Å"Your little lady has made up her mind that sheââ¬â¢s not going to get well. Has she anything on her mindâ⬠That is the first step of Jhonsy that she has made up her mind that she will die when the last leaf fall. That signifies the mental and psychological conditionn of her and is describing the theme of pessimistic. ââ¬Å"She was looking out of window and counting -counting backwardsâ⬠The psychological disturbances shown by Oââ¬â¢ Henry in these lines as she is tired of waiting that when the last leaf falls, she will be near to death. ââ¬Å"When the last one falls I must go, too.â⬠Here in these lines Henry has showed extreme pessimism. It is the last one, said Johnsy ââ¬Å"I thought it would surely fall during the night. I heard the wind. It will fall today, and I shall die at the same time.â⬠These words literated by jonsy again show her desperate and chaotic state of mind. She has supposed the things which have no logic and waiting for her death, or waiting for the last leaf to fall. Self-Sacrifice: Mr. Behrman risks his life for Johnsy. He has sacrificed his own life, to give life to Johnsy the painting he made at the wall, shows his self sacrificing, kind and noble nature. He himself catches the pneumonia andà dies, but he didnââ¬â¢t let Johnsy to die. With the character of Mr. Buhrmann, Oââ¬â¢ Henry is showing the sacrificing mature of a man and it gives us a message that self sacrificing is a great deed and one has to kind and gentle towards others. ââ¬Å"Mr. Buhrmann died of pneumonia today in hospital.â⬠Hope: Theme of hope is very nicely presented in this story. Doctor is a very optimistic person and he tries to make Johnsy realized that is she has made her mind that she will die when the last leaf fall that could be harmful for her. He told her that he can only provide her medicine and that is effective as 50 cent, the next situation is in her hand. ââ¬Å"I subtract 50 percent from the curative power of medicines.â⬠If you will get her to ask one question about the new writer styles in cloak sleeves I will promise you one-in-five chance for her, instead ofâ⬠So Oââ¬â¢ Henry conveys message one never let go for hope and optimist approach in life. It is out state of mind which can bring worse or better for us in our lives ââ¬Å"Sadie, someday I hope to point the bay of Naplesâ⬠These lines show Johnsyââ¬â¢s desires and aspirations. It gives the picture of hope and this hope in life gives us the spirit of living in this world. Love and Friendship: In last leaf Oââ¬â¢ Henry describes friendship and bondage between two friends. They care and love each other, and she supports Johnsy morally when she falls ill. She proves to be great support for Johnsy and she tries her level best to bring back Johnsy towards life and in the world of optimism. ââ¬Å"Dear, Dear!â⬠said she, learning her won face down to the pillow â⬠think of me, if you wonââ¬â¢t think of yourself. What would I do?â⬠These lines show the effective relationship between two friends. Mr. Behrman also shows great deal of love for these girls. Although he is bit careless person but he really cared for Johnsy and his love is shown by his painting for the sake of Johnsyââ¬â¢s life. What is the theme of The Last Leaf by O Henry? The theme of this story is definitely self-sacrifice. Mr. Behrman sacraficed his own health for Johnsy. ââ¬â One theme of this story is that you should never judge someone by what they appear to be, but by their actions. Behrman acts fierce and aggressive, but his actions show how much he cares about Johnsy. I learned to judge people, not by their looks, but by their actions, because ultimately, actions are the things that make an impact ââ¬â Passion, hope and personal sacrifice. Tesco is the largest Br itish retailer both by global and domestic market share. And it is the third largest retailer in the world followed the Wal-Mart and Carrefour.Tesco opens around 2,440 stores and employing more than 400,000 people. Tesco has entered into areas such as clothes, electronics, financial services, internet services and gas stations. Currently, the market share of the retailer in UK is more than 30 percent. As of March 2008, Tesco could be found in every postcode of the UK. Five forces analysis The aim of the five forces model illustrated by Michael Porter (1979) is to analyze an industry to determine that which forces can influence the industry strongly so that the firm could make the best position in this industry.And the five forces include: the threat of new entrants; the power of buyers; the power of suppliers; the threat of substitute products and the competitive rivalry among the existing companies. Threat of new entrants Firstly, the threat of new entrants is rather low. It is pre tty difficult for new entrants to enter the UK supermarket because of many barriers such as economies of scale, capital requirements of entry, cost advantages, differentiation, etc. There are many supermarkets in UK and the four largest Tesco, Sainsbury's, Asda and Morrison account for 75. percent of the UK supermarket in the 12 weeks ending 1 November 2009 (Wikipedia). For new entrants, it is difficult to occupy the market share of the UK supermarket in current structure. The first barrier is that small scale of supermarket could not create high margin. It is necessary for the entrants to consider the capital requirement according to the large scale of the operation. Many supermarket firms like Tesco and Asda have the cost advantages in supplication factor and other economic factors.It makes a large barrier for new firms to enter the market because of the disadvantages in cost requirement. Comparing the existing firms, the new enters need more cost and capital to establish the new brand and the access to marketing channels in order to attract the consumers. The existing supermarkets have built the famous brands, stable consumer groups and distribution channels. The strength of the brand name and channels could be a very powerful mean to build a barrier to entry. In order to keep the market stable, government also has the ability to establish a barrier.For instance, if the government can make a determination that how many supermarkets could be established in one region, as a result, the entrants will not be limited to build new facilities. And the new entrants may require many licenses from the government of other legal branches in order to operate. That is also a type of barrier for entry. There are so many barriers for new entrants to enter the supermarket system that the threat of them is rather low.Power of the buyer Secondly, the power of the buyer is not strong as well. People need their daily life products, so they must do shopping. For the large supermarkets, there are many factures influence the buyersââ¬â¢ selection such as the comfortable shopping environment, convenient transportation, free parking, etc. However, because of the homogeneity of these factors, what the consumers concern more is the price of the products. Different company makes different price strategy based on the respective position. Clubcard of Tesco is the companyââ¬â¢s customer loyalty programme ââ¬â the way of saying ââ¬Ëthank you' to consumers.It is pretty popular that the number of active member increased over 15 million from 13 million at the start of 2008/9. Clubcard is a main reason for consumers who prefer the Tesco rather than other competitors. Power of the supplier Thirdly, the power of the supplier is also low. The majority of the products in different s upermarket are homogeneity. Many large firms like Tesco and Asda have the unified operating style and advanced purchase measures. So, there are many suppliers for the supermarkets to choose and purchase products.And because of the small retailersââ¬â¢ purchasing power is much lower than the supermarkets. At last, most of the products will be sent to the large supermarkets. Threat of the substitute Fourthly, the threat of the substitute is not high. As the substitute of the supermarkets, the small single retailers are pretty convenient for consumers. People could buy fresh seafood, vegetable and fruit from the respective markets instead of the supermarkets. And there are many advantages about the retailers, for instance, many small retailers are built near the residential areas, the range of products is pretty full.However, since the operating cost is high, if the retailers want to obtain margin, they have to make the price higher than the supermarket. But as the industry leader, there is no doubt that the Tesco Group would not give up the share of small retailer market. So the Tesco Express and One Stop came out. The Tesco Express stores are neighborhood convenience stores whose average size are about 200à m2, stocking mainly food with an emphasis on higher-margin products and everyday essentials. They are established in busy city centre districts, small shopping precincts in residential areas, small towns and illages. And the size of One Stop is much smaller than the Express. At the end of its 2010-2011 financial years, the number of the Tesco Express and One Stop were 1285 and 599(Wikipedia). Because of the famous brand of the Tesco, most people prefer to buy the daily products in the Express or One Stop. According to Datamonitor (2010), there are 960 Express stores which sell approximately 7,000 products and 170 Metro stores which sell a range of food products in villages and city centres.As a consequence of the brand and more types of products of the supermarket, the threat of the substitute is rather low for the supermarket. Competitive rivalry among the existing firms The last one is the competitive rivalry among the existing firms. And the threat of competitive rivalry is considered very high in the UK supermarket industry. The four largest supermarkets Tesco, ASDA, Sainsbury's and Morrisons account for 30. 5%, 16. 9%, 16. 3% and 12. 3% of the UK supermarket in the 12 weeks to 27 December 2009. (Wikipedia) And the market share of ASDA increases from to 16. % during the year 2010/ 09, meanwhile, Sainsburyââ¬â¢s share rises to 16. 3% and Morrisonââ¬â¢s reaches 12. 3% from 11. 3%(Euromonitor, 2010). The competition of these firms is pretty strong in this industry in order to win the market share and the competition could make the market develop much faster. It is very significant for these firms to create many innovative measures to obtain more market share. Most products are homogeneity for consumers so that the seller sh ould pay more attention to the piece and quality of the products.Hence, based on the quality guarantee of the goods, firms try to occupy more market through the lower price and better services. By the analysis above, the threat of the competitive rivalry among the different firms is highly strong but other threats are not strong enough. So, the supermarkets in UK should figure out more effective measures to attract consumers in order to occupy the market. Value chain analysis The value chain was developed by Porter (1985) in order to analyze a firm to state the sources of competitive advantage. There are two activities including primary activities and support activities. The primary activities are those that concerned about physically creating the product or service and transferring it to the buyer, together with any necessary after sales service. The support activities are those activities that are necessary to ensure that the primary activities can be completed. The support activi ties can affect any one or more of the primary activities. â⬠The primary includes inbound logistics, operations, outbound logistics, marketing and sales and service and the support activities includes firm infrastructure, human resource management, technology development and procurement.The first primary activity is the inbound logistics. It is considered that the inbound logistics includes receiving goods from suppliers, storing goods, transporting goods and taking goods to the shelves. Tesco uses the leading position as the key power to reduce the costs from the suppliers and keep the stable of consumersââ¬â¢ selection. Meanwhile, it also improves the efficiency and the distribution system. As well, the company provides more effective way to control and reduce the costs of damaged goods. As a result, it could avoid the extra costs be transferred to the consumers.It needs to think about its operation active. The firm could do many operations such as providing products and service and keeping the shelves full as the daily task. In order to gain more competitive advantages, it is necessary for the company to take a consideration about reducing the operating costs. Tesco makes full use of the intelligence technology (IT) system in order to make the company control the operative cost effectively. This firm has spent more than 76 million pounds on narrowing the operation time by the digital program by the 2010. And during the 2009, the profit of the Tesco was reached 550 million pounds.The measure of Tesco provides much convenience for staff to operate the service. Accompanied by the operation, they will have outbound logistics problems. It is concentrating on delivering the goods to the customer. Currently, Tesco adds the home delivery service. However, there are many methods need to be improved such as parking facilities, handcarts, staff and systems to get competitive advantage. If it could be implemented more effectively than other firms, it would mak e their consumers save more time. And the staff could make the facilities available and convenient for consumers to get quickly.Tesco has the leadership and effective outland logistics. The Tesco Clubcard is invented to attract more people to go shopping to Tesco instead of other competitors. Consumers who keep the cards can get much discounts and integration. Actually, advertisement is necessary as well.Tesco could attract more consumers by the advertisement via the television, radio and local newspaper. And they could get much information about the products and discounts. After selling, service becomes the most significant active. As the principle of fast and easy, when the consumers enter into the supermarket, the warm shopping environment may make them relaxed. Various sectors are responsible for their respective responsibilities; staffs provide the best personal service to consumers so that consumers can go shopping easily and comfortably. All of these reflect the intimate service for consumers. Here are the support activities.The procurement is the procedure of obtaining the various contributions to the primary activities. The key point of the firm infrastructure is planning, finance and controlling the system to improve the firmââ¬â¢s strategic ability. The company should focus on improving the establishment of the infrastructure so that consumers could go shopping more convenient. The human resource management includes recruitment management and staff development. The aim of the Tesco is to add differert types of schemes and develop the recruitment plan, then train more excellent staff to provide the best service for consum ers.The development of technology is a significant competitive advantage for a company. The advanced technological level could add higher brand value. Tesco is the first supermarket that invented the self-checkout in UK. And it provides great convenience to consumers. As the largest retailer in UK, Tesco has an excellent industrial chain for supply and demand. The primary activities could ensure the firm can gain more margins by perfect supply chain management, operation, sales and service.
